Defense ministry acts on complaint recommends rectification in the matter

The issue of granting financial relief intended for Gallantry Award winners to the Non-Gallantry medal awardees by ministry of defense has come to the fore.
The Defense Ministry acting on the complaint filed by Shamsher Singh Bisht Central president of Poorv Sainik Welfare Association Dehradun has directed the concerned authorities to rectify the anomaly without any delay.
According to Shamsher Singh Bisht the matter was raised by him in a letter written to the defense ministry highlighting the fact that the financial grant of Rs 7 Lakh,5 Lakh and 4 lakh respectively, was being given to the Non-Gallantry award winners namely winners of Sarvotam Yudh Sewa medal, Uttam Sewa medal and Yudh Sewa medal winners by showing them in the Gallantry award category which was against the laid down guidelines of the Ministry. In addition to this Rs 60,000, Rs 50,000 and Rs 40,000 was being given to these awardees as financial reward, flouting the norms as this amount is meant for only gallantry award winners.
Shamsher Singh Bisht had apprised the Defense Ministry officials presenting the required evidence and demanding immediate action.
According to him the Defense Ministry has accepted that granting financial relief to the non-gallantry award winners by showing them in Gallantry award category was wrong. The Undersecretary (I and C) Rajesh Chaudhry Defense Ministry New Delhi has in his letter has stated that the practice of showing the Non-Gallantry winners category and receiving financial grant was against the laid down guidelines and has sought for immediate action in the matter from the defense Ministry.
Shamsher Singh Bisht said that it is sad that the officers of such high rank have been receiving the sum not meant for them and should have come forward themselves and returned the money. He further stated that the ministry is quick to recover even one rupee extra that is credited in the accounts of the Jawans of the but no action of recovery of the money has been taken on such officers, so far. He demanded similar exercise of recovering this amount should be carried out so that the Money granted unlawfully to such officers is returned in the government financial chest.
The defense ministry has cleared that Sarvotam Yudh Sewa medal, Uttam Yudh Sewa Medal and Yudh Sewa Medal come under the Non-Gallantry category and to seek financial award by showing them in gallantry award category was against the law. Bisht said that there is no count of the number of officers who have availed such benefits in past several years and if enquiry is set up then the number could be quite high.
