India Showcases Justice Reforms at 15th UN Congress

• Meghwal highlights India’s new criminal laws and digital-first justice system.

Abu Dhabi, 30th Sept: India showcased its technology-driven justice reforms and expanding international legal partnerships at the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi, with Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal highlighting new criminal laws, cybercrime initiatives and cooperation with the UAE.

Addressing the UN Congress, Meghwal highlighted the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam, focusing on technology-enabled justice, faster proceedings, forensic investigation and digital-first procedures.

He also outlined India’s efforts to combat cybercrime through the Indian Cyber Crime Coordination Centre (I4C) and the National Cyber Crime Reporting Portal. The initiatives support faster reporting, fraud prevention and the freezing of mule accounts.

The Congress is being held under the theme, “Accelerating crime prevention, criminal justice and the rule of law: Protecting people and planet and achieving the 2030 Agenda for Sustainable Development in the digital age.”

Meghwal reiterated India’s zero-tolerance approach to terrorism and stressed the importance of international cooperation against terrorism, drug trafficking, transnational wildlife crime, illegal logging, toxic waste dumping and other organised and environmental offences.

The minister also highlighted the growing legal partnership between India and the UAE, particularly in international arbitration and alternative dispute resolution.

The partnership between the India International Arbitration Centre (IIAC) and Dubai International Arbitration Centre (DIAC) is facilitating knowledge exchange, professional training, joint programmes, research and digital dispute-resolution mechanisms. DIAC handles nearly 5,000 cases involving more than AED 80 billion, or around USD 21.8 billion.

During his visit, Meghwal also met Monika Juma, Executive Director of the United Nations Office on Drugs and Crime (UNODC), to discuss cooperation against drugs and organised crime, as well as stronger legal and judicial partnerships.

The developments form part of the broader India-UAE Comprehensive Strategic Partnership, which encompasses trade, investment, energy, technology, defence, education and people-to-people ties, alongside cooperation in law, justice and governance.

India’s participation in the 15th UN Congress underscores its focus on modern laws, digital innovation, institutional capacity, effective enforcement and international cooperation in addressing emerging challenges in the digital era.
