Cash-for-Query Case: Adhir Writes to LS Speaker Regarding Ethics Panel Proceedings Against Mahua Moitra

Adhir Ranjan Chowdhury, the Congress Lok Sabha leader, has written a letter to Speaker Om Birla regarding the proceedings of the Ethics Committee against Trinamool Congress MP Mahua Moitra in a cash-for-query case.

Chowdhury has requested a reevaluation of the rules and processes governing the functioning of parliamentary committees.

In his letter, Chowdhury highlights the lack of clear roles for the Privileges Committee and the Ethics Committee, particularly in terms of penal powers. He also points out the absence of a defined code of conduct and a clear definition of unethical conduct, despite the existence of Rule 316B of the Rules of Procedure.

Chowdhury emphasizes the need for deeper attention and streamlining of the processes followed by the committee, as they have a significant impact on the polity. He suggests that the Speaker provide guidance in this regard.

Chowdhury clarifies that his views are expressed in his personal capacity, even though he is also the chairman of the Public Accounts Committee.

The report of the Lok Sabha Ethics Committee, which recommends Moitra’s expulsion in the cash-for-query case, will be presented in the lower house on Monday.

The agenda papers circulated by the Lok Sabha Secretariat indicate that the committee’s chairperson, Vinod Kumar Sonkar, will present the panel’s first report to the House.

During a meeting on November 9, the committee adopted its report, which recommends Moitra’s expulsion from the Lok Sabha due to the cash-for-query allegation.
