Delhi Govt Writes to City Court, Reports Over 90% of PUCC Challans Issued in 2023 ‘Pending’

 The Delhi government has sent a letter to the Chief Metropolitan Magistrate of Tis Hazari court, expressing concern over the large number of pending challans for not having a valid Pollution Under Control (PUC) Certificate.

This backlog has affected the enforcement efforts. In the letter, which was sent on Wednesday, the Transport Department highlighted that nearly 75% of the challans issued during the period when the Graded Response Action Plan (GRAP) restrictions were in place, have not been paid.

The communication stated that the challan pendency status is becoming a challenge in enforcing regulations on vehicles.

The department suggested that the issue should be addressed by the higher judiciary to establish a system for clearing all pollution-related challans without reducing the penalties.

According to the data mentioned in the letter, a total of 36,225 PUCC challans were issued last year. Out of these, 91% are still pending. The penalty for not having a valid PUCC is Rs 10,000.

Additionally, the department issued 1,095 challans for the use of BS III petrol and BS IV diesel vehicles in violation of GRAP restrictions between October 1, 2022, and March 1, 2023. Seventy-five percent of these challans remain pending, as per official data.
