India-Bangladesh Bilateral Meeting Discusses Roadmap for Capacity Building Programs for Bangladeshi Civil Servants

A bilateral meeting was held online on May 16, 2024, between the Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), Government of India, Shri V. Srinivas, and the rectors (secretaries) of four capacity-building institutions along with senior officials from the Ministry of Public Administration of Bangladesh.

The primary agenda was to discuss the implementation of capacity-building programs for Bangladeshi civil servants.

The meeting included participation from:

Mr. Sukesh Kumar Sarker, Director General (Secretary), National Academy for Planning and Development (NAPD), Bangladesh

Md. Ashraf Uddin, Rector (Secretary), Bangladesh Public Administration Training Centre (BPATC)
Dr. Md. Omar Faruque, Rector (Secretary), Bangladesh Civil Service Administration Academy (BCSAA)
Dr. Md. Shahidullah, Rector (Secretary), National Academy for Development Administration (NADA), Bangladesh
Dr. M. Ziaul Haque, Additional Secretary, Ministry of Public Administration, Bangladesh

From the Indian side, Shri N.B.S. Rajput, Joint Secretary, DARPG, along with other senior officials from DARPG, the National Centre of Good Governance (NCGG), and the High Commission of India to Bangladesh, were present.

Key points of discussion included:

  • Conducting capacity-building programs for faculty of the Ministry of Public Administration’s capacity-building institutions.
  • A Senior Executive Development Program.
  • An alumni meet for Bangladeshi civil servants at NCGG.
  • Participation of Bangladeshi civil servants in the 27th National e-Governance Conference.

The meeting concluded with several agreements:

  • NCGG will curate a one-week capacity-building program for senior Bangladeshi civil servants.
  • Two two-week capacity-building programs for faculty members of BPATC, BCS Administration Academy, NAPD, and NADA will be organized in July and September 2024.
  • An alumni meet will be held, covering select alumni from the 71 capacity-building programs conducted for Bangladeshi senior civil servants, aimed at enabling shared learning experiences.
  • Award-winning Bangladeshi civil servants will be invited as speakers to the 27th National e-Governance Conference.
Since 2014, the NCGG has successfully conducted 71 capacity-building programs for 2,660 Bangladeshi civil service officers. Both sides have agreed to renew their collaboration for future capacity-building programs targeting 1,500 civil servants from 2025 to 2030.
