Lt Governor Flags Delay in CAG Reports Tabling, Cites “Gross Dereliction” of Duties

New Delhi, 17th August. Lt Governor VK Saxena has slammed the Delhi government for delaying the presentation of 11 Comptroller and Auditor General (CAG) reports in the Delhi Assembly, describing it as a “clear violation” of constitutional and legal obligations.

In a letter to Speaker Ram Niwas Goel, Saxena expressed concern over the “lapse” by the Delhi government, noting that the reports have been pending for an extended period.

The reports in question cover a range of issues, including state finances, pollution mitigation, and the regulation and supply of liquor in Delhi. Some of these reports have been pending since 2022. Notably, the CAG report on the regulation and supply of liquor, critical due to the controversy surrounding the now-scrapped 2021-22 excise policy, has been with the Delhi Finance Minister Atishi since March 11, 2024.

Saxena also highlighted that the Delhi government’s failure to lay these reports before the assembly undermines democratic accountability and legislative scrutiny. He urged Speaker Goel to ensure that the reports are tabled in the upcoming assembly session to allow for proper examination and scrutiny.

In response, Speaker Goel questioned the relevance of Saxena’s letter, suggesting it should have been directed to the appropriate authorities responsible for tabling the reports. The letter has been forwarded to the Delhi government.

The Congress party has seized upon the issue, accusing the AAP-led Delhi government of avoiding scrutiny and misappropriating funds. Interim Delhi Chief Devender Yadav criticized the government for its delay, asserting that a discussion of the reports would reveal significant corruption.
