New Delhi, 7th April: Vice President C. P. Radhakrishnan on Tuesday said modern development must align with India’s ethical and cultural values while addressing the 39th Convocation of Indira Gandhi National Open University in New Delhi.

At the ceremony, over 3.2 lakh learners were awarded degrees, diplomas and certificates, marking one of the largest convocations in the country.

Describing IGNOU as a cornerstone of inclusive and accessible higher education, the Vice President noted that the university serves over 14 lakh learners, with a majority comprising women and students from rural and disadvantaged backgrounds. He said its learner base exceeds the population of several countries, underlining its role in promoting educational equity and social mobility.

Highlighting the role of technology, Radhakrishnan said platforms such as SWAYAM and e-GyanKosh enabled uninterrupted learning during the COVID-19 pandemic, positioning IGNOU as a leader in digital education. He also welcomed reforms under the National Education Policy (NEP), including flexible four-year undergraduate programmes and integration of Indian knowledge systems.

On emerging technologies, the Vice President said tools like Artificial Intelligence can enhance learning and personalise education but must be used responsibly. Drawing parallels with the initial apprehensions around computers, he said technological progress ultimately creates opportunities and contributes to national growth.

Emphasising India’s civilisational ethos, he said scientific advancement should be guided by ethical values and traditions. He urged students to pursue lifelong learning and contribute to nation-building.

During the event, the Vice President also launched IGNOU’s Alumni Portal and released digital certificates via DigiLocker under the National Academic Depository, aimed at improving accessibility for learners.
