NCPCR Report Highlights Bengal Govt’s Neglect of Child Protection Laws and Responsibilities

The National Commission for Protection of Child Rights (NCPCR) has strongly criticized the West Bengal government for its failure to address issues related to child protection and uphold commitments outlined in various child-related Acts.

According to a recent special report submitted by the commission to Parliament, state officials responsible for safeguarding children’s rights are accused of deliberate violations of legal procedures and neglecting the best interests of children.

Priyank Kanoongo, chairperson of NCPCR, speaking to PTI from New Delhi, described the situation in West Bengal concerning child rights protection as “pathetic,” squarely placing the blame on Chief Minister Mamata Banerjee.

The report highlights several areas of concern, including violations of the Juvenile Justice Act, 2015, and the failure to implement Section 12(1)(c) of the Right to Education Act, 2009, aimed at providing education access to underprivileged populations and marginalized children.

NCPCR alleges that West Bengal is operating a parallel system for “destitute children” through institutions known as “cottage homes,” which operate under a separate scheme.

Furthermore, the report raises alarms over incidents of violence against children and accuses the state administration of neglecting its responsibilities under various child-related Acts.

Particularly concerning are instances of bomb blasts where numerous children have become victims, highlighting the urgent need for action to protect vulnerable children in West Bengal.
