Bhubaneswar, 11th April: An IAS officer serving as Additional Secretary in Odisha’s Home Department, Aradhana Das, has been accused of cheating a man of ₹95 lakh by allegedly promising to provide land and later issuing threats.

According to the complaint, Kamal Kumar Bhawsinka, a differently-abled person, was duped after being assured land in the Cuttack Development Authority (CDA) area in Cuttack district. The complainant alleged that despite receiving the money, the officer neither provided the land nor returned the amount.

Payments were reportedly made by his wife, Beena Bhawsinka, through the Bank of India on two separate occasions, with part of the transaction also said to have been made in cash.

A case has been registered at the CDA Phase-II police station, and a preliminary investigation has confirmed the financial transaction linked to the alleged land deal.

Police sources said the officer did not cooperate with the investigation. The Commissionerate Police has written to the State Home Department and the General Administration Department seeking permission to initiate formal action, as required under service rules for IAS officers.

The complaint also includes allegations of abusive behaviour and life-threatening threats issued to the complainant.

Aradhana Das has previously held positions in departments related to land and housing, adding further sensitivity to the case.

The matter is currently under investigation, and further action is expected following approval from the state government.
