Maharashtra Qualifies for Second RKVY Installment

Mumbai, 27th July: Maharashtra has become the first state to qualify for the second installment under the Rashtriya Krishi Vikas Yojana (RKVY) after utilising more than 75 per cent of the funds released by the Centre, Union Agriculture Minister Shivraj Singh Chouhan said on Monday.
Chairing a virtual review meeting with Maharashtra Agriculture Minister Dattatray Bharane and senior officials, Chouhan said the Centre had earlier released ₹335 crore as the first installment under RKVY. With the state utilising around ₹260 crore, the process to release the second installment of ₹335 crore has been initiated.
Congratulating the Maharashtra government, the Union Minister said the achievement reflects the state’s commitment to the effective implementation of agricultural development programmes. He stressed that timely expenditure should be backed by continuous monitoring to ensure proper utilisation of public funds.
Chouhan also appreciated Maharashtra’s performance in generating Farmer IDs and recalled the state’s quick disbursal of nearly ₹14,000 crore in flood relief directly to farmers’ bank accounts within five days.
Reviewing various RKVY components, the Minister praised the state’s progress under the Mission for Integrated Development of Horticulture (MIDH) but urged faster implementation under Digital Agriculture, National Horticulture Mission (NHM), Agriculture Extension, Seeds, Oilseeds and Agroforestry. He also called for the early settlement of pending liabilities under the Seeds component.
The meeting also reviewed the implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY). Chouhan emphasised that farmers should provide accurate information while applying for crop insurance and clarified that both Kisan Credit Card (KCC) and non-KCC farmers remain eligible for the scheme, with the proposed declaration aimed solely at ensuring transparency.
Expressing confidence in Maharashtra’s performance, the Union Minister said the state would continue improving implementation across all components of RKVY and contribute to the growth of India’s agriculture sector.
