Legal Metrology Rules, 2026 make Indian Standard Time the common reference; implementation begins after 180 days

New Delhi, 30th Aug: The Department of Consumer Affairs has notified the Legal Metrology (Indian Standard Time) Rules, 2026, establishing Indian Standard Time (IST) as the common time reference for legal, administrative, commercial and official purposes across the country.

The Rules were notified on August 27, 2026, and will come into force 180 days after their publication in the Official Gazette. The transition period will allow government departments, businesses and institutions to make necessary changes to their systems.

The move comes amid growing reliance on accurate digital timekeeping across banking and digital payments, telecommunications, railways, power systems, computer networks and government records.

Focus on critical infrastructure
The common IST reference is expected to support accurate time-stamping of banking and digital payment transactions, coordination of transport systems, reliable telecom and internet networks, accurate power-system operations and maintenance of government and legal records.

The framework will also support emergency and other time-sensitive services that depend on precise and synchronised time.

Indian timing infrastructure
The Government is developing infrastructure to disseminate accurate IST through Indian institutions and Legal Metrology laboratories. The Rules provide for the use of NavIC, India’s satellite navigation system, along with other approved Indian timing sources.

The initiative is also aimed at providing critical systems with Indian alternatives to foreign satellite-based time sources.

As part of the One Nation, One Time initiative, a White Rabbit Technology-based IST Dissemination Demonstration Network was commissioned at the Regional Reference Standard Laboratory in Bengaluru in July 2026.

The system has demonstrated IST dissemination for banking, telecommunications, power, transportation and digital governance. Secure IST dissemination has also been demonstrated between RRSL Bengaluru and NSE Chennai, with participation from CSIR-NPL, ISRO, SEBI, NSE, BSNL and other stakeholders.

The 180-day period before implementation will provide stakeholders time to review systems, undertake technical modifications and prepare for compliance with the new Rules.
