New Delhi, 31st Oct: Vice-President of India and President of the Indian Institute of Public Administration (IIPA), C. P. Radhakrishnan, on Saturday called for transformative reforms in public administration to achieve the vision of Viksit Bharat @ 2047.
Addressing the 72nd Annual General Body Meeting of IIPA in New Delhi, the Vice-President said India’s rapidly changing economic and social landscape required a more responsive, citizen-centric and technology-driven administrative system.
Union Minister and Chairman of the IIPA Executive Council, Dr Jitendra Singh, IIPA Director General Dr Surendra Kumar Bagde, members of the General Body and Executive Council, faculty members and representatives of regional and local branches attended the meeting.
Coinciding with Rashtriya Ekta Diwas and the 151st birth anniversary of Sardar Vallabhbhai Patel, Radhakrishnan paid tribute to the country’s first Deputy Prime Minister, describing him as the architect of India’s political integration for uniting hundreds of princely states.
Governance Must Focus on Citizens’ Well-being
The Vice-President observed that public administration was at a critical juncture, with governance increasingly expected to be faster, citizen-centric, technology-enabled, data-driven and outcome-oriented.
He said good governance should not be measured merely through economic growth but also through its impact on people’s happiness, living standards and overall well-being.
Highlighting India’s progress in poverty reduction, Radhakrishnan noted that more than 25 crore people had been brought out of poverty over the past 12 years under Prime Minister Narendra Modi’s leadership.
He said the ultimate objective of governance should be to translate economic progress into dignity, security and better opportunities for every citizen.
Calls for Future-ready Civil Services
Emphasising the changing role of civil services, the Vice-President urged IIPA to take the lead in preparing administrators for India’s development goals for 2047.
He observed that India’s administrative structures had largely evolved when the country was predominantly rural and agriculture was the principal source of livelihood. However, rapid economic and social transformation now required administrative systems to adapt to emerging challenges.
Radhakrishnan called for preparing the next generation of civil servants with the skills, knowledge and institutional understanding needed to address the country’s future governance requirements.
He also stressed the importance of seamless coordination among the Central Government, State Governments and district-level administration, saying effective governance depended on all levels working towards a shared vision.
Economic Growth Must Go Hand in Hand with Sustainability
The Vice-President called for a balanced approach towards economic development and environmental protection.
He emphasised that natural resources must be used judiciously for public welfare while ensuring environmental sustainability.
He said India’s development journey must combine economic progress with responsible resource management to secure long-term benefits for future generations.
Vice-President Appreciates IIPA’s Institutional Reforms
Radhakrishnan appreciated the institutional reforms undertaken by IIPA during 2026, including the redesigned 52nd Advanced Professional Programme, the structured Internship Programme and the engagement of officers from the Central Civil Services and Central Civil Accounts Service.
He said these initiatives had strengthened the institute’s administrative and financial framework.
He also acknowledged Dr Jitendra Singh’s guidance and support and appreciated the contributions of IIPA’s Director General, faculty and staff in strengthening the institution as a leading centre for public administration.
During the meeting, the Vice-President conferred the Paul H. Appleby Award, the Dr. Rajendra Prasad Award for Academic Excellence and the Best IIPA Branches Awards, recognising distinguished contributions to public administration and the institute.
Concluding his address, Radhakrishnan called upon IIPA and its members to work collectively towards building a governance framework that is responsive, inclusive, ethical and future-ready, reaffirming the institution’s important role in India’s journey towards Viksit Bharat @ 2047.
