Indian authorities at the India-Nepal border today once again detained US citizen Jordon Brown  under highly suspicious circumstances in a dramatic turn of events. Brown, who has been mentioned in security reports concerning the region in the past, was found in possession of both an American and a Chinese passport, an unusual and deeply troubling piece of information that immediately sent alarms through intelligence agencies.

Suspicion is growing that Brown is a spy or an agent provocateur, and his repeated detentions and movements near sensitive international borders have raised serious questions about foreign involvement in India’s internal affairs at an already turbulent time. Jordon Brown is a former rugby league footballer who played as a prop for the Warrington Wolves, Leigh Centurions, and Salford City Reds. Jordon Brown is a familiar name to Indian security officials.

Reports have associated him with activities close to the India-Bangladesh and Mizoram borders, where US troop exercises and intelligence contacts have come under the scanner. Brown is among those identified as having acted suspiciously, including trying to collect information, interacting with local groups and entering restricted zones, as well as people like Mathew Van Dyke.

What makes the arrest today even more interesting is the backdrop. India is currently facing a slew of protests including the high decibel CJP agitation in Delhi and is on alert for foreign elements trying to take advantage of the domestic unrest. Dual Citizenship: U.S. and China – Why? Perhaps the most remarkable fact about Brown’s arrest is that he had both an American and a Chinese passport. Dual citizenship is very uncommon between these countries and, in practice, impossible owing to Chinese restrictions. Intelligence sources say this is either highly sophisticated espionage tradecraft or possible identity manipulation by state actors. Dual passports are helpful for border crossings, plausible deniability, and the ability to be a “chameleon” in the region.

Suspicion of Espionage .Why Was Brown Here?

Charges have not been specified by the Indian officials but off-the-record sources said Brown is suspected of espionage, intelligence gathering and possible liaison with various anti-India groups active in the region. The India-Nepal border is notoriously porous and has been a hotbed of trafficking, arms smuggling and clandestine movement of operatives associated with transnational crime and terrorist organizations.
