Defence Minister urges 16 DPSUs to boost self-reliance, exports, timely delivery and global-standard quality

New Delhi, 1st Sept: Defence Minister Rajnath Singh conducted the annual performance review of all 16 Defence Public Sector Undertakings (DPSUs) in New Delhi on September 1, assessing their contribution to indigenous defence production, advanced technology development, exports, supply chains and major project execution.
The review was attended by Minister of State for Defence Sanjay Seth, Secretary (Defence Production) Sanjeev Kumar and the Chairmen and Managing Directors of the 16 DPSUs. The meeting focused on strengthening domestic manufacturing capabilities and advancing the government’s Aatmanirbhar Bharat vision in defence.
Rajnath Singh commended the DPSUs for their contribution to India’s defence manufacturing ecosystem. He noted that India achieved defence production worth approximately ₹1.8 lakh crore in 2025-26, with DPSUs accounting for ₹1.29 lakh crore.
The Defence Minister said the performance reflected India’s progress towards establishing a self-reliant defence industrial base.
He urged DPSUs to prioritise timely delivery, reduction of import dependence, technology development, defence exports, productivity, support for start-ups and MSMEs, and global-standard quality.
Singh emphasised that the progress of DPSU research and development should not be assessed only through expenditure. He said R&D outcomes should include new technologies, intellectual property, prototypes and operational products.
He called for identifying niche technology areas where India can move beyond self-reliance and emerge as a global leader.
Highlighting lessons from recent global conflicts, the Defence Minister said assured supply chains, surge capacity, critical spares, rapid repair capabilities and sustained production are essential for national security.
“The progress of DPSUs is not merely an economic or industrial necessity; it is a national security imperative,” he said.
Rajnath Singh called upon DPSUs to raise product quality to international standards and expand their presence in global markets.
“In pursuit of the ‘Make in India, Make for the World’ objective, we must resolve to transform all DPSUs into global giants,” he said.
He also stressed greater productivity through capital expenditure and stronger collaboration with India’s start-up and MSME ecosystem.
During the review, the CMDs of HAL, Mazagon Dock Shipbuilders Limited, Bharat Electronics Limited, Bharat Dynamics Limited, Garden Reach Shipbuilders & Engineers Limited, BEML and MIDHANI presented dividend cheques totalling ₹3,951 crore to the Defence Minister towards the government’s equity share for FY 2025-26.
The Defence Minister also released four publications highlighting efforts towards indigenisation and future-ready defence capabilities.
These included ‘Aatmanirbhar DPSU’, covering the five-year roadmap for indigenisation, new products and processes; DISHA, focused on industry interaction with students and hands-on exposure to defence technologies; and the Modernisation Roadmap of HAL and Indigenisation Roadmap of HAL.
The publications underline the government’s focus on self-reliance, innovation, indigenous technology and strengthening India’s defence manufacturing capabilities.
