NCSC Issues Notice to Punjab Govt Over Gulzar Singh’s Death

New Delhi, 8th Sept: The National Commission for Scheduled Castes (NCSC) has issued a notice to the Punjab Government over the death of Gulzar Singh, a resident of Sangrur district.

According to the complaint received by the Commission, Singh had raised questions before Punjab Finance Minister regarding the problem of narcotic substances in the state. A video circulated on social media before his death reportedly showed Singh claiming that he had consumed poison due to fear of the Minister and making allegations against certain members of the village panchayat.

The NCSC, exercising its powers under Article 338 of the Constitution, has ordered an inquiry into the matter. Notices have been issued to the Chief Secretary and Director General of Police, Punjab, seeking the facts of the case and an action-taken report on the allegations within five days of receiving the notice.

The Commission initiated the proceedings following a complaint filed by Sheetal Angural, former MLA and State President of BJP SC Morcha, Punjab.

NCSC Chairman Kishor Makwana described the matter as serious and sensitive, saying that the allegations made against a Minister and certain village panchayat members in a video recorded before Singh’s death warrant an impartial, independent and high-level inquiry.

Makwana said the Commission would examine the matter and ascertain the veracity of the allegations during his visit to Sangrur on September 10.

He said the NCSC remains committed to ensuring justice for the deceased’s family and safeguarding the constitutional rights of members of the Scheduled Castes.
