Gwalior Set for Asia’s First Telecom Manufacturing Zone
Scindia says 24 companies have begun applications for ₹5,500-crore project expected to create over 18,000 jobs

Gwalior, 21st Sept: Union Minister for Communications Jyotiraditya Scindia on Sunday inspected the site identified for the proposed Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh, along with senior officials of the Department of Telecommunications.
The proposed project is expected to attract around ₹5,500 crore in investment and create more than 18,000 direct and indirect employment opportunities, according to the Ministry of Communications.
Scindia said the project would establish a complete telecom manufacturing ecosystem rather than a single industrial unit, with around 24-25 manufacturing units expected to produce telecom equipment and components.
Around 170 acres have been identified for the first phase of the TMZ, including more than 90 acres in the Shrimant Madhavrao Scindia Counter Magnet City (SADA) and over 70 acres in the IT Park.
The minister said investor interest has exceeded the currently available land, prompting plans to identify additional land for expansion.
The project follows a memorandum of understanding signed in July 2026 between the Department of Telecommunications and the Madhya Pradesh government.
Investor roadshows held in Delhi and Mumbai in August generated proposed investments of around ₹3,500 crore and ₹2,000 crore, respectively.
The government said these commitments have moved into the application stage, with 24 companies having initiated the process for establishing manufacturing units in the zone.
Madhya Pradesh has also proposed incentives linked to land lease, power, employment and production, along with measures supporting environmental sustainability. The Department of Telecommunications has proposed a Common Testing Lab package worth around ₹500 crore.
The government has highlighted Gwalior’s road, rail and air connectivity as key factors supporting the project. The city also has a significant pool of technical talent, with around 25,000 engineering students graduating annually from institutions in the region.
The TMZ is planned as an integrated ecosystem covering six major telecom manufacturing verticals.
Scindia said the Centre and Madhya Pradesh government would provide support to investors setting up manufacturing facilities in Gwalior. He is also scheduled to travel to Bengaluru on September 22 for a telecom-sector investor roadshow.
