New Delhi, 7th Oct: The Union Cabinet on Tuesday passed a resolution congratulating Prime Minister Narendra Modi on completing 25 years of continuous leadership as head of government, describing the milestone as a journey shaped by the principles of “Nation First” and “Citizen First.”
The resolution highlights Modi’s three successive mandates in Gujarat and his electoral victories in three consecutive Lok Sabha elections, presenting them as a reflection of the public trust placed in his leadership.
It traces a political and administrative journey that began in Gujarat and expanded to the national level, highlighting development, welfare, reforms, technology, national security, diplomacy and cultural heritage as major themes.
From Gujarat’s initiatives to national programmes
The resolution highlights how initiatives developed in Gujarat were subsequently expanded nationally. It cites SWAGAT, through which Modi personally heard citizens’ grievances, and its recognition with the United Nations Public Service Award in 2010.
The approach later inspired PRAGATI, which brought different levels of government together to review stalled projects and resolve implementation hurdles. The resolution also cites Gujarat’s Jyotigram model of separate agricultural electricity feeders as an example of an initiative that influenced national policy.
Welfare with focus on dignity
The Cabinet resolution links Modi’s approach to poverty and welfare with his personal experiences of deprivation and his observations of hardship.
It highlights programmes providing housing, drinking water, banking access and healthcare, noting nearly 60 crore Jan Dhan accounts, more than 4 crore homes and the claim that 25 crore people have moved out of poverty.
The resolution also points to the empowerment of women, youth, farmers and vulnerable communities. It cites around 3.5 crore Lakhpati Didis, the Nari Shakti Vandan Adhiniyam, startup and skills initiatives, education reforms, more than ₹4 lakh crore in PM-KISAN transfers and focused support for particularly vulnerable tribal communities through PM-JANMAN.
Reform and self-reliance at the centre
The resolution describes reform as a continuing feature of Modi’s leadership, citing GST, welfare delivery reforms and the replacement of colonial-era laws.
It also highlights campaigns and initiatives around cleanliness, digital payments and local products as efforts that sought to bring citizens into the process of change.
On economic and industrial development, the resolution points to the rise in public capital expenditure from ₹2 lakh crore to more than ₹12 lakh crore, along with expansion in highways and railway electrification.
It further cites electronics production rising from around ₹2 lakh crore to more than ₹13 lakh crore, alongside growth in defence production and semiconductor manufacturing as examples of the push towards a more self-reliant India.
Technology and science expand India’s ambitions
The resolution highlights Jan Dhan, Aadhaar and mobile connectivity as foundations of digital welfare delivery and points to UPI as a major development in digital payments.
It also cites India’s development of COVID-19 vaccines and the Chandrayaan-3 landing near the Moon’s south pole as examples of technological and scientific capability.
Private participation in space, along with work in artificial intelligence, quantum technology and biotechnology, is presented as part of the broader vision of an Atmanirbhar Bharat.
Leadership through crises and national security
The Cabinet resolution also highlights the government’s response to major crises, including the COVID-19 pandemic and disruptions arising from the West Asia crisis.
On national security, it cites the 2016 surgical strikes, 2019 Balakot air strikes and 2025 Operation Sindoor, alongside the removal of Article 370, One Rank One Pension and the creation of the Chief of Defence Staff post.
The resolution also points to action against Maoist terrorism and peace initiatives in the Northeast as elements of an approach combining security with development and stability.
India’s growing global role
The resolution credits Modi’s leadership with strengthening India’s engagement on the international stage, citing consensus-building at the G20 and BRICS, advocacy for the Global South and support for the African Union’s inclusion in the G20.
It also highlights Vaccine Maitri and India’s growing international partnerships, while noting that Modi has received honours from 36 countries.
Heritage, environment and the 2047 vision
The resolution concludes by linking economic development with cultural confidence and environmental responsibility.
It highlights climate action, renewable energy expansion and international environmental partnerships, while also referring to Yoga, millets, Kashi Vishwanath Dham and the consecration of Ram Lalla as elements of India’s cultural heritage.
The Cabinet resolution ultimately reiterates the vision of collective effort towards a prosperous, self-reliant and developed India by 2047, presenting Modi’s 25-year journey in public leadership as the foundation for that broader national objective.
