Addressing the Army Commanders’ Conference in New Delhi, he emphasised the need for flexible strategies that can adapt to changing geopolitical and regional developments over the next 20 to 30 years.
Singh praised the armed forces for their performance during Operation Sindoor, highlighting innovative thinking, improved synergy, superior coordination and advanced weaponry. He said the operation demonstrated India’s resolve to take necessary measures to protect its national interests.
The Defence Minister stressed the importance of modernising military capabilities through greater use of drones, artificial intelligence, autonomous systems, data analytics, cybersecurity and secure communication networks. He called for continuous assessment of operational performance and timely improvements to meet evolving security requirements.
Emphasising the changing nature of warfare, Singh said that despite the growing importance of air, maritime, space and cyber domains, land warfare and ground forces would remain indispensable. He underlined that modern military operations require an integrated approach, multi-domain capabilities and seamless coordination among the armed forces.
Singh also highlighted India’s progress in defence manufacturing and self-reliance. He stated that defence production reached a record ₹1.78 lakh crore in the financial year 2025–26, while defence exports touched an all-time high of approximately ₹38,000 crore.
Referring to the Year of Reforms 2025, the Defence Minister said reform must remain a continuous process and deliver tangible improvements in operational capabilities. He urged commanders to ensure effective implementation across their respective commands and strengthen manpower management, women’s participation and self-reliance.
During the conference, Singh released the Land Warfare Doctrine, which provides a framework for preparing the Indian Army for future conflicts and the evolving character of warfare.
He also unveiled the annual United Nations Journal and felicitated Indian Army personnel for their contributions to United Nations peacekeeping missions, recognising their professionalism and service to international peace and security.
Raksha Rajya Mantri Sanjay Seth, Chief of Defence Staff General NS Raja Subramani, Chief of the Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh and other senior officials attended the event.
