New Delhi, 26th Oct: Rajya Sabha Deputy Chairman Harivansh delivered the welcome address at the inaugural session of the 12th BRICS Parliamentary Forum in the historic Central Hall of Parliament of India, New Delhi, on Monday.

Welcoming Lok Sabha Speaker and Forum Chairperson Om Birla, presiding officers, heads of delegations, dignitaries and delegates from BRICS member and partner countries, Harivansh highlighted the historical importance of Central Hall as a witness to India’s democratic journey.

He described India as a repository of knowledge, wisdom and civilisational heritage, noting its diversity of cultures, languages, landscapes, customs and traditions. He expressed hope that delegates would carry back warm and lasting impressions of the country.

BRICS And Its Growing Global Role
Harivansh said BRICS, representing around 49.5 per cent of the global population, had emerged as an effective multilateral platform for consultation and cooperation on regional and global issues.

Referring to India’s 2026 BRICS Presidency under Prime Minister Narendra Modi, he highlighted the vision of a “People-Centric” and “Humanity First” approach. The presidency’s theme, “Building for Resilience, Innovation, Cooperation and Sustainability,” reflects this approach, he said.

He also noted that the expansion of BRICS had strengthened the voice and trust of the Global South. The 18th BRICS Summit, hosted under India’s presidency, culminated in the adoption of the New Delhi Declaration, which advanced discussions on global governance reforms and a more balanced, multipolar world order.

Parliaments Must Respond To Emerging Challenges
Addressing the inaugural session’s theme, “Fostering Parliaments for People-Centric Development,” Harivansh said it was both timely and relevant.

He observed that citizens increasingly expect parliaments to respond effectively to challenges arising from economic uncertainties, technological transformation, climate change, public health emergencies and social inequalities.

He stressed that legislatures must remain vigilant, responsive, dynamic and future-ready in a rapidly changing world. The forum, he said, would offer an opportunity for participating countries to exchange experiences, learn from one another and identify parliamentary approaches that improve people’s lives.

Concluding his address, Harivansh extended his greetings to the delegates and wished them productive discussions, successful outcomes and a pleasant stay in India.
