ECI holds national conference of legal counsels to strengthen electoral framework and legal strategy

New Delhi, 31st May: Chief Election Commissioner Gyanesh Kumar on Sunday underscored the importance of accurate electoral rolls, stating that “fair rolls lead to fair polls,” while inaugurating the 2nd National Conference of Counsels representing the Election Commission of India (ECI) in New Delhi.

The conference, held at the India International Institute of Democracy and Election Management, was attended by advocates representing the Commission before the Supreme Court and various High Courts, along with Chief Electoral Officers and senior ECI officials.

Addressing the gathering in the presence of Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, the Chief Election Commissioner highlighted the critical role of Booth Level Officers (BLOs) and Booth Level Agents (BLAs) in maintaining the integrity of electoral rolls.

He also congratulated voters in the recently concluded Assembly elections in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal for their enthusiastic participation and noted the high level of electoral contestation witnessed during the polls.

Kumar praised the Commission’s legal counsels for their dedicated efforts in representing the ECI before courts across the country and contributing to the protection of electoral processes.

Election Commissioner Dr. Sukhbir Singh Sandhu said the conference would strengthen coordination between the ECI and its legal representatives, while Election Commissioner Dr. Vivek Joshi described it as an important platform for discussing emerging legal challenges and developing effective legal strategies to safeguard electoral integrity.

The conference was organised around the theme, “A Year of Legal Challenges, Experiences, Learnings and the Way Forward”, and served as a forum for dialogue between election administrators and legal professionals from across the country.

Interactive sessions focused on electoral roll management, Special Intensive Revision (SIR), polling and counting procedures, and demonstrations of Electronic Voting Machines (EVMs).

Participants also discussed election laws, judicial proceedings, legal reforms, institutional coordination, media narratives and technology-driven initiatives such as ECINET.

The event reviewed progress made since the first National Conference of ECI Counsels held in 2025 and explored priorities for further strengthening the Commission’s legal framework in an evolving electoral environment.

The Election Commission said the conference would help improve legal preparedness and institutional coordination while reinforcing public confidence in India’s electoral processes.
