New Delhi, 28th Oct: The Government of India has introduced a Concessional Local Pass for eligible non-commercial vehicle owners living within 20 kilometres of National Highway toll plazas. The new facility will come into effect on November 1, 2026, offering local residents an annual alternative to the existing monthly pass.
The annual pass will cost ₹1,500 at toll plazas located outside municipal or local town limits and ₹3,000 at plazas situated within these limits. The applicable fee will depend on the location of the toll plaza.
Eligible vehicle owners must have a valid and functional FASTag. The pass will be valid only for the specific toll plaza for which it is issued and cannot be transferred to another plaza.
Who Can Avail the Pass?
The concessional facility is intended for owners of non-commercial vehicles residing within 20 km of an eligible toll plaza. Applicants can choose between the existing monthly pass and the new annual local pass.
However, the facility will not be available on National Highways or expressways where toll collection follows a closed user-fee system. It will also not be issued where a service road or alternative road is available for commuters.
Online Access from December 1
The Annual Local Pass will be available at eligible toll plazas from November 1, 2026. The facility will also be accessible through the Rajmargyatra app from December 1, 2026.
The government has notified the amendment under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the National Highways Act, 1956. The Central Government may revise the rates annually, with any changes taking effect from April 1.
With more than 13 crore FASTags issued across the country, the initiative aims to make regular travel more economical for eligible residents living near toll plazas.
