VP Radhakrishnan to Launch High-Seas Fisheries Authorisation

Initiatives Aim to Boost Sustainable Fishing, Blue Economy and Fishermen's Incomes

New Delhi, 8th July: Vice President C.P. Radhakrishnan will launch the Letter of Authorisation (LoA) for Sustainable Harnessing of Fisheries in the High Seas and unveil the Odisha Deep Sea Fishing Mission (2026–2036) in Bhubaneswar on July 9, the Ministry of Fisheries said on Tuesday.

The national event will be attended by Odisha Governor Hari Babu Kambhampati, Chief Minister Mohan Charan Majhi, Union Fisheries Minister Rajiv Ranjan Singh, Union Education Minister Dharmendra Pradhan, and other dignitaries. Around 1,000 fish farmers and fishers, including women, are also expected to participate.

The vessel-specific and non-transferable LoA, introduced under the Guidelines for Sustainable Harnessing of Fisheries in the High Seas by Indian-Flagged Fishing Vessels, 2025, will enable eligible vessels to undertake regulated fishing beyond India’s Exclusive Economic Zone while ensuring compliance with international conservation norms.

During the programme, the Vice President will distribute LoAs to selected fisheries cooperatives and fishing vessel owners. The government said the fully digital authorisation process would improve transparency, traceability and governance while promoting fisheries cooperatives and Fish Farmer Producer Organisations (FFPOs).

The Odisha Deep Sea Fishing Mission aims to develop modern fishing infrastructure, strengthen marine value chains, improve market access and position Odisha as a major deep-sea fishing and seafood export hub under India’s Blue Economy vision.
