DoPT Clears Over 23,000 Promotions in 12 Years: Jitendra Singh
Minister assures Central Secretariat Group-C employees that genuine service and cadre-related issues will be examined

New Delhi, 23rd Sept: The Department of Personnel and Training (DoPT) has cleared more than 23,000 promotions over the past 12 years, Union Minister of State (Independent Charge) Dr. Jitendra Singh said during an interaction with representatives of the Central Secretariat Group-C Employees’ Association on Wednesday.
The Minister said timely career progression is important for keeping government employees motivated and ensuring the effective functioning of the administration. He also assured employee representatives that genuine concerns relating to service conditions, cadre review and promotional avenues would be considered through the appropriate institutional mechanism.
The delegation thanked Dr. Jitendra Singh for his regular interaction with employee bodies and for providing an opportunity to raise service-related concerns directly with him.
The Central Secretariat Group-C Employees’ Association represents more than 8,000 Group-C employees working across 135 Ministries, Departments and Organisations under the Central Secretariat. During the meeting, representatives placed before the Minister a range of issues concerning service conditions, cadre structure, promotional opportunities and career progression.
Dr. Jitendra Singh said the Government was committed to creating a work-friendly environment in which employees remain motivated and can discharge their responsibilities effectively. He noted that while employees may have several demands, genuine and legitimate issues would be examined through the appropriate mechanism.
The Minister also encouraged employee representatives to continue placing their inputs on cadre-related matters before the concerned authorities. He said such feedback was important for understanding service-related concerns and addressing issues affecting career progression.
The interaction comes against the backdrop of continuing efforts to address stagnation and promotion-related issues in Central Secretariat services. The Government has undertaken large-scale promotion exercises in recent years.
According to the information shared during the interaction, more than 8,000 promotions were effected on June 30, 2022, while over 16,200 promotion orders were issued between 2022 and 2024 across various grades.
Dr. Jitendra Singh said sustained engagement with employee representatives would help identify genuine issues and enable their consideration through established institutional mechanisms. He reiterated that timely career progression and a conducive workplace were important for employee motivation and administrative efficiency.
The representatives also appreciated the Minister’s continued engagement with employee bodies and thanked him for hearing their concerns. The meeting concluded with an assurance that genuine service-related issues would be taken up through the appropriate mechanism.
