New Delhi, 5th Oct: India and Japan have jointly launched the Operational Manual for the India–Japan Joint Crediting Mechanism (JCM), marking a key step towards implementing bilateral cooperation on climate action and low-carbon technologies.
The manual was jointly launched in New Delhi on September 30 by Japanese Ambassador to India Keiichi Ono and then Secretary of the Ministry of Environment, Forest and Climate Change Tanmay Kumar.
The India-Japan JCM seeks to promote the deployment of advanced low-carbon technologies, mobilise climate finance, facilitate technology cooperation and support high-integrity emission reductions and removals in India.

a while strengthening confidence and transparency in international carbon markets.
The launch of the Operational Manual marks an important milestone in operationalising bilateral cooperation between the two countries under Article 6.2 of the Paris Agreement.
The development follows the signing of the Memorandum of Cooperation (MoC) on August 7, 2025, and the adoption of the Rule of Implementation (RoI) on June 8, 2026.
With the launch of the manual, the JCM moves from institutional preparation towards implementation. It establishes a clear, transparent and comprehensive procedural framework for activities under the India-Japan mechanism.
The manual covers the complete project cycle, beginning with the submission of a Project Idea Note and extending through the issuance and authorisation of JCM credits.
