New Delhi, 21st Sept: External Affairs Minister S. Jaishankar and his wife, Kyoko S. Jaishankar, are among several prominent voters who have received notices during the Election Commission’s ongoing Special Intensive Revision (SIR) of electoral rolls in Delhi.
CBI Director Praveen Sood, his wife Vanita Sood and mother Kamlesh Sood, as well as former Army Chief General Upendra Dwivedi and his wife Sunita Dwivedi, have also been issued notices, according to reports. Former Supreme Court judge Justice Ranjana Desai and members of her family are also among those whose records have been flagged.
Why did Jaishankar receive the notice?
Jaishankar and his wife have reportedly been placed in the “unmapped with last SIR” category. This means their current electoral records could not be linked to the electoral roll prepared during the previous intensive revision in 2002.
The couple are registered voters in the Sundar Bagh part of the New Delhi Assembly constituency. Sood and members of his family, as well as General Dwivedi and his wife, have also reportedly been placed in the same category.
The notices are part of a wider verification exercise involving electors whose current records could not be mapped to the previous SIR roll or where discrepancies were detected in the information submitted during the revision process.
What has the Delhi CEO said?
The Delhi Chief Electoral Officer (CEO) has clarified that receiving a notice does not mean that a voter’s name will automatically be deleted from the electoral roll.
According to the CEO office, the draft electoral roll was prepared on the basis of information submitted by electors through Enumeration Forms to Booth Level Officers (BLOs). The draft was published on August 31, 2026.
The CEO said system-generated notices are being issued to help correct data in ECINET, the Election Commission’s digital platform. The office has also stated that no name can be deleted without giving the concerned voter an opportunity to present their case and without a proper, reasoned and appealable order.
Over 33 lakh voters flagged
The Delhi SIR has identified around 33.13 lakh electors for notices over discrepancies or inability to establish links with the previous SIR roll. More than 31.63 lakh notices had been served as of the latest reported figures.
Officials have said that most of the notices relate to the absence of corresponding records in the 2002 electoral roll. Voters are being given an opportunity to submit replies and supporting documents for verification.
Several other prominent names have also appeared in the exercise, including former Deputy Prime Minister L.K. Advani, former Delhi Deputy Chief Minister Manish Sisodia, Delhi Chief Minister Rekha Gupta, former Delhi Chief Minister Arvind Kejriwal, Vice-President Jagdeep Dhankhar and Election Commissioner S.S. Sandhu.
The Election Commission’s clarification comes amid concerns over the large number of notices. Officials maintain that the exercise is aimed at verifying and correcting electoral records and that a notice by itself does not determine a voter’s eligibility.
