VP Radhakrishnan Calls for ‘Rashtra Pratham’ in Arunachal
Vice-President urges legislators to make debates, discussions and disruptions lead to decisions and development

Itanagar, 9th Sept: Vice-President C. P. Radhakrishnan addressed the Special Session of the Arunachal Pradesh Legislative Assembly in Itanagar, calling upon legislators to uphold democratic traditions and work towards the development of the State and the nation.
Radhakrishnan said Arunachal Pradesh has immense strategic importance, rich cultural heritage and abundant natural resources, while playing a vital role in safeguarding the country’s borders. He noted that the security of the rest of India is closely linked to the protection of the borders by the people of the State.
Emphasising national unity amid diversity, the Vice-President said India is united by one Constitution, the vision of ‘Rashtra Pratham’ and the goal of ‘Viksit Bharat @ 2047’. He also described India as the “Mother of Democracy” and urged legislators to uphold the country’s democratic legacy.
Highlighting the development of the North-East, Radhakrishnan recalled the establishment of the Ministry of DoNER during the tenure of former Prime Minister Atal Bihari Vajpayee and the focus on the region under Prime Minister Narendra Modi’s Act East Policy.
He congratulated the people and government of Arunachal Pradesh on development achievements, including the State’s emergence as the country’s leading producer of kiwi, expansion of road infrastructure, issuance of more than one lakh Soil Health Cards and progress in education and per capita income.
Congratulating the State Legislature on completing its Golden Jubilee, he appreciated initiatives including making the Legislative Secretariat plastic-free and establishing the Assembly Library and Museum.
The Vice-President urged legislators to place public service above electoral success and said that while elections may be won through votes, people’s respect and trust are earned through dedicated service. He called upon members to effectively use Question Hour and Zero Hour to raise matters concerning public policy and their constituencies.
As Presiding Officer of the Rajya Sabha, Radhakrishnan stressed the importance of dialogue, debate and discussion in legislative functioning. Reiterating his message that “debates, discussions or even disruptions must lead to a decision,” he said constructive debate strengthens democracy and cooperation advances the State and nation.
Radhakrishnan said there can be no Viksit Bharat without a Viksit Arunachal Pradesh and stressed that development must remain inclusive, with no tribal or marginalised community left behind.
He also called for balancing environmental concerns with responsible utilisation of natural resources. Referring to Arunachal Pradesh’s significant hydropower potential, he said its appropriate utilisation could generate greater revenue and accelerate the State’s development.
Governor Lt. Gen. (Retd.) Kaiwalya Trivikram Parnaik, Assembly Speaker Tesam Pongte, Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein, MLAs and senior State government and Legislative Secretariat officials were present.
