New Delhi, 8th June: Union Commerce and Industry Minister Piyush Goyal on Sunday launched the BHAVYA Portal, marking a major step towards implementing the Bharat Audyogik Vikas Yojana (BHAVYA), the Centre’s flagship programme aimed at developing 100 world-class industrial parks across the country.

Addressing the launch event, Goyal said the BHAVYA scheme would adopt a competitive model under which states would submit detailed proposals showcasing their industrial strengths, land availability, investor interest and sectoral potential. He noted that the initiative is designed to create investment-ready industrial ecosystems tailored to the needs of specific industries.

Highlighting the government’s development strategy over the past decade, Goyal said investments in roads, railways, airports, ports, power infrastructure and digital connectivity, along with reforms such as GST, labour reforms and the Insolvency and Bankruptcy Code, have laid a strong foundation for economic growth.

The minister said the BHAVYA scheme aims to create 100 industrial parks to generate large-scale employment and attract domestic and foreign investment. According to the plan, parks will range from 25 acres in hilly and northeastern regions to as much as 1,000 acres near major urban centres, depending on local requirements and state commitments.

Land for the parks will be provided by state governments, while infrastructure development will be supported through the National Industrial Corridor Development Corporation (NICDC) under a 51:49 partnership model. The parks are expected to offer plug-and-play infrastructure with assured power and water supply, road and rail connectivity, digital single-window clearances and other investor-friendly facilities.

Goyal said dedicated zones for startups, deep-tech enterprises, research and development activities, innovation-led businesses and Global Capability Centres could also be created within the parks. Modern testing facilities will be established in partnership with agencies such as the Bureau of Indian Standards (BIS), Export Inspection Agency (EIA) and Food Safety and Standards Authority of India (FSSAI).

The minister expressed confidence that the Central government’s allocation of nearly ₹34,000 crore for the programme would catalyse substantial investments, create direct and indirect employment opportunities and strengthen industrial growth across the country.

Approved by the Union Cabinet with an outlay of ₹33,660 crore, the BHAVYA scheme is envisioned as a six-year programme to build integrated industrial ecosystems with multimodal connectivity, reliable utility infrastructure, digital governance systems and sustainable development features.

NICDC, which has been designated as the project management agency, developed the BHAVYA Portal as a comprehensive digital platform to manage the entire project lifecycle, including proposal submission, evaluation and real-time monitoring. The portal will serve as a single digital interface for states, Union Territories and implementing agencies participating in the scheme.

Officials said applications submitted between June 1 and July 31 will be considered for the first phase covering 20 industrial parks, while an additional 30 parks will be selected based on proposals received by September 30. Subsequent phases will be implemented based on lessons learned from the initial rounds.

The government expects the BHAVYA programme to attract significant domestic and foreign investment, generate large-scale employment and strengthen India’s position as a globally competitive manufacturing destination while advancing the vision of Viksit Bharat 2047.
