Chandigarh, 8th June: Lok Sabha Speaker Om Birla on Monday said that the vision of a Viksit Bharat is a national pledge that requires the active participation of every citizen and institution, emphasizing that inclusive development and public engagement are key to achieving the goal of a developed India by 2047.
Speaking at the inauguration of the Commonwealth Parliamentary Association (CPA) India Region Zone-II (North Zone) Conference at the Haryana Legislative Assembly, Birla said development policies, welfare schemes and budgetary provisions must bring meaningful change to the lives of the poorest and most marginalized sections of society.
“The resolve of Viksit Bharat is a national pledge in which everyone must cooperate,” he said, adding that legislators play a crucial role in driving social transformation through grassroots policies and public welfare initiatives.
The conference is being held on the theme, ‘Role of an Aware Society and Representatives of the People in Facing Future Challenges and Realizing the Goal of Viksit Bharat–2047.’
Highlighting India’s progress amid global uncertainties, Birla said the country continues to advance because of long-term planning, good governance and a robust legal framework.
“India is moving forward on the foundation of long-term policies backed by a stable, strong and robust legal framework,” he said.
Calling for a nationwide people’s movement in support of the Viksit Bharat mission, Birla said every citizen should feel personally connected to the nation’s development journey. He expressed confidence that India’s youth population would become the country’s greatest strength if supported through quality education, skill development and innovation.
The Lok Sabha Speaker also stressed that laws enacted in legislatures must reflect the aspirations and requirements of younger generations.
“Laws enacted in legislatures must align with the needs of the new generation,” he said.
Emphasizing the importance of democratic participation, Birla said stronger public engagement in governance leads to deeper social transformation and more effective policymaking. He noted that institutions ranging from Gram Panchayats to Parliament benefit from citizen participation, which introduces new ideas and diverse perspectives into the decision-making process.
He further observed that transparent laws and policy stability encourage investment and accelerate economic growth, making legal certainty a critical component of development.
The inaugural session was attended by Rajya Sabha Deputy Chairman Harivansh, Haryana Chief Minister Nayab Singh Saini, Haryana Assembly Speaker Harvinder Kalyan, Parliamentary Affairs Minister Mahipal Dhanda and legislators from across the country.
Presiding officers from 12 states, including Haryana, Punjab, Himachal Pradesh, Jammu and Kashmir, Delhi, Madhya Pradesh, Maharashtra, Goa, Uttar Pradesh, Sikkim and West Bengal, are participating in the two-day conference.
Earlier, Birla inaugurated the Parliamentary Research and Information Center (PRIC) at the Haryana Legislative Assembly complex to strengthen legislative research and support informed lawmaking.
He also met Haryana Governor Prof. Ashim Kumar Ghosh at Raj Bhavan and discussed various contemporary issues. Delegates attending the conference are being transported through e-buses as part of environmentally sustainable arrangements.
