Scindia’s Vision Brings Asia’s First Telecom Manufacturing Zone to Gwalior

Gwalior, 6th Oct: Gwalior is set to witness a major industrial push with the development of Asia’s first Telecom Manufacturing Zone (TMZ), an initiative being driven by Union Minister for Communications and Development of North Eastern Region Jyotiraditya Scindia.
The Bhoomipujan ceremony for the project will be held in Gwalior on October 29, 2026, with Union Home Minister Amit Shah scheduled to participate after accepting Scindia’s invitation.
The TMZ is being developed at the Shrimant Madhavrao Scindia Counter Magnet City (SADA) and is envisioned as a comprehensive telecom manufacturing ecosystem bringing together manufacturing, technology innovation, research and development, testing and advanced technology capabilities.
According to the press release, more than 24 global companies are expected to participate in the Bhoomipujan ceremony. The zone has attracted investment proposals exceeding ₹5,500 crore, with the potential to generate more than 18,000 employment opportunities.
Plug-and-play model for telecom manufacturing
The TMZ is being developed on a special plug-and-play model, similar to the functioning of a Special Economic Zone. Companies will have access to ready infrastructure, common facilities and an enabling industrial environment, allowing them to begin manufacturing operations with minimal lead time.
The zone will support the manufacturing of telecom equipment and components while creating capabilities in design, research and development, testing and innovation. It is also expected to provide opportunities for industries linked to optical fibre, semiconductors and advanced technologies such as 5G and 6G.
The initiative aims to strengthen India’s domestic telecom manufacturing capacity, advance self-reliance in telecom products and increase India’s participation in global manufacturing and technology value chains.
Investment commitments cross ₹5,500 crore
Investor outreach has been a major part of Scindia’s efforts to develop the Gwalior TMZ. He led investor engagements and roadshows in Delhi, Mumbai and Bengaluru, highlighting the project’s infrastructure and investment potential.
In July 2026, the Department of Telecommunications and the Government of Madhya Pradesh signed an MoU for establishing the TMZ. This was followed by investor roadshows led by Scindia and Madhya Pradesh Chief Minister Dr Mohan Yadav.
The Delhi roadshow generated investment commitments of around ₹3,500 crore, with the potential for approximately 14,000 jobs. The Mumbai roadshow on August 4 saw commitments of around ₹2,000 crore, with an estimated potential for another 4,000 jobs.
A subsequent investor meeting in Bengaluru with companies from the telecom, electronics, semiconductor and technology sectors generated additional proposals of approximately ₹700–800 crore.
The combined investment proposals now exceed ₹5,500 crore, with employment potential of more than 18,000 jobs, according to the release.
Centre to provide ₹493 crore
The Government of India will provide 100 per cent financial assistance of ₹493 crore for infrastructure development in the first phase of the project.
The Madhya Pradesh government has made approximately 170 acres of land available free of cost for the project.
A Special Purpose Vehicle (SPV) has been constituted for implementation, with 51 per cent equity participation by the Government of Madhya Pradesh and 49 per cent by the Department of Telecommunications.
The Centre-State partnership is expected to facilitate time-bound implementation, industrial infrastructure development and essential facilities for investors.
Scindia pushes time-bound execution
Scindia has also been personally reviewing the project’s progress. During his recent inspection of the proposed TMZ site at SADA, he reviewed land availability, infrastructure requirements, prospective investors and the roadmap for implementation.
He directed officials to ensure that project-related work proceeds in a time-bound manner and that infrastructure required by participating companies is developed without delay.
The project is being positioned as more than an industrial estate, with the aim of creating a complete telecom manufacturing ecosystem in Gwalior.
The proposed zone is expected to create opportunities for local youth in employment, technical skills, innovation and entrepreneurship while strengthening the industrial ecosystem of the Gwalior-Chambal region and Madhya Pradesh.
Aligned with the Centre’s Atmanirbhar Bharat and Make in India, Make for the World vision, the TMZ is being projected as a step towards positioning India as a global telecom manufacturing hub.
