Commerce Minister Announces Modern Testing Facilities, Urges Industry to Leverage FTAs and Advanced Manufacturing

New Delhi, 4th July: Union Commerce and Industry Minister Piyush Goyal on Saturday called upon the Indian toy industry to target tenfold growth in exports in the coming years, saying quality, technology and global market access will drive India’s emergence as a leading toy manufacturing hub.

Addressing the 17th Toy Biz International B2B Exhibition 2026 in New Delhi, Goyal announced that the government will establish modern testing facilities across toy manufacturing clusters through the Bureau of Indian Standards, National Test House and other government laboratories to help manufacturers meet international quality standards.

The minister urged manufacturers to adopt advanced technologies such as Computer-Aided Design (CAD), Computer-Aided Manufacturing (CAM) and CNC machining to improve product quality, precision and productivity. He also proposed setting up Centres of Excellence through public-private partnerships to promote innovation, product development, testing and design.

Highlighting the sector’s strong performance, Goyal said India’s toy exports have increased by 239 per cent over the past four years, while imports have declined by 32 per cent. He said the industry should build on this momentum and create globally recognised Indian toy brands capable of competing with international players.

Goyal asked manufacturers to capitalise on opportunities created by India’s Free Trade Agreements, noting that duty-free access is available in several developed markets. He said the India-UK Free Trade Agreement will become operational from July 15, while negotiations with GCC countries, Mexico, Brazil and Canada are progressing.

The minister also called for greater focus on sustainable manufacturing, domestic production of components and stronger brand-building initiatives. He assured government support through the Export Promotion Mission and encouraged companies to establish overseas warehousing facilities to strengthen exports.

Referring to the transformation of the sector under the Make in India initiative and the National Toy Action Plan, Goyal said more than 50 toy clusters have been established across the country and around 21,000 MSMEs are engaged in toy manufacturing. He added that domestic manufacturers now account for the bulk of India’s ₹18,000-crore toy market.

The exhibition brought together over 400 Made-in-India toy brands, more than 15,000 business visitors and participants from over 50 countries, showcasing India’s growing capabilities in toy manufacturing.
