Minister Says 'Whole of Government' Approach Requires Institutional Convergence to Build Future-Ready Public Sector Leadership

New Delhi, 3rd July: Union Minister Jitendra Singh on Friday launched the third batch of the DAKSH Leadership Programme for senior executives of Central Public Sector Enterprises (CPSEs), saying India’s “Whole of Government” approach requires convergence of individual and institutional capacities to achieve the goals of Viksit Bharat by 2047.

Addressing the inaugural session of the year-long programme at the SCOPE Convention Centre in New Delhi, Singh said capacity building is no longer limited to enhancing individual competencies but must also strengthen institutional capabilities and collaboration across organisations.

The DAKSH (Development of Aspiration, Knowledge, Succession and Harmony) programme is jointly organised by the Capacity Building Commission and the Standing Conference of Public Enterprises in collaboration with the Indian School of Business. It aims to prepare senior CPSE executives for Board-level responsibilities through structured leadership development.

Singh said the government’s governance philosophy has evolved from a “Whole of Government” approach to a broader “Whole of Government and Whole of Nation” framework, where institutions work together instead of functioning in isolation. He said the Capacity Building Commission has emerged as a key governance reform under the leadership of Prime Minister Narendra Modi.

Highlighting the programme’s impact, the Minister said several participants from previous batches have already been appointed to Board-level positions, reflecting DAKSH’s contribution to strengthening leadership within public sector enterprises. He also welcomed the increased participation of women executives in the latest batch.

Emphasising the rapid pace of technological change, Singh said continuous learning, adaptability and exposure to emerging technologies, including Artificial Intelligence, are essential qualities for future leaders. He advocated greater interaction between public sector executives, private industry and academic institutions to strengthen leadership capabilities.

The Minister also called for customised leadership programmes, interactive learning methods and structured participant feedback to make capacity-building initiatives more effective and aligned with the evolving needs of public sector enterprises.

Senior government officials, industry leaders and representatives from the Capacity Building Commission, SCOPE and the Indian School of Business attended the inaugural programme.
