ECI Launches Global Workshop on Electoral Risk Management

Election Commission hosts five-day programme on electoral resilience with delegates from 12 countries

New Delhi, 25th May: The Election Commission of India on Monday launched a five-day international workshop on “Risk Management and Electoral Resilience” at the India International Institute of Democracy and Election Management in the national capital.

The programme is being organised in collaboration with International IDEA under India’s Chairship Programme 2026 and will continue till May 29.

Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, addressed participants during the inaugural session.

According to the Election Commission, 32 participants, including Election Commissioners, senior officials of Election Management Bodies (EMBs), electoral managers, technology professionals and crisis management experts from 12 countries, are attending the workshop.

The programme aims to strengthen institutional preparedness and resilience in electoral systems and support EMBs in developing structured electoral risk management frameworks and operational mechanisms.

Participants discussed the importance of proactive identification, assessment and management of electoral risks to protect electoral integrity, continuity, legitimacy and public trust.

The workshop covers themes including electoral risk management foundations, electoral integrity safeguards, crisis management, inter-agency coordination, strategic planning and resilience-building.

Officials said practical demonstrations and hands-on exercises using the Electoral Risk Management Tool (ERM Tool) are also part of the programme.

The sessions include customisation of risk factor libraries, analytical instruments, resource portals and Risk and Action Registers.

The programme will additionally feature field exposure visits and institutional interactions to help participants understand ground-level electoral planning and coordination mechanisms.

The workshop has been organised under the IIIDEM–International IDEA collaboration framework on electoral resilience during India’s chairship of the Council of Member States of International IDEA for 2026.
