DoT Caps New SIMs After Nine Connections

New Delhi, 21st Aug: The Department of Telecommunications (DoT) has directed telecom service providers (TSPs) to stop issuing new mobile connections to subscribers who already hold the maximum permitted nine SIM cards in their name, as part of efforts to strengthen subscriber verification and curb misuse of mobile connections.

According to an official circular issued on August 17, telecom operators must implement technical and organisational measures from August 24, 2026, to identify applicants who have already reached the prescribed limit. Such subscribers will be informed that they cannot be issued any additional mobile connections.

The DoT has instructed operators to use the Digital Intelligence Platform (DIP), which maintains subscriber data uploaded by telecom companies, to verify the number of active mobile connections linked to an individual before approving a new SIM.

The circular noted that details of subscribers who have already exceeded or reached the permitted limit are available on the platform. From August 23, a representative image of such subscribers will also be accessible on the DIP to help operators accurately identify applicants and prevent issuance of additional SIM cards.

The department has directed telecom companies to complete integration of their systems with the Digital Intelligence Platform by November 30, 2026.

Until operators fully implement the required verification mechanism, the DoT has instructed that any mobile connection activated beyond the prescribed limit should be immediately suspended if detected, pending resolution of the issue in accordance with the terms of the Customer Application Form (CAF).

The latest directive is aimed at strengthening telecom security, preventing fraudulent use of SIM cards and ensuring compliance with subscriber verification norms across the sector.
