ACC approves key appointments across Corporate Affairs, Higher Education, Youth Affairs, Jal Shakti and Inland Waterways

New Delhi, 13th Aug: The Appointments Committee of the Cabinet (ACC) has approved a major reshuffle of senior IAS officers, appointing Pallavi Jain Govil as the new Secretary, Ministry of Corporate Affairs, along with key changes in the Ministries of Education, Youth Affairs, Jal Shakti, Home Affairs and Ports, Shipping and Waterways.

According to the official order issued by the Department of Personnel and Training (DoPT), Pallavi Jain Govil, IAS (Madhya Pradesh cadre, 1994 batch), currently serving as Secretary, Department of Youth Affairs under the Ministry of Youth Affairs and Sports, has been appointed as Secretary, Ministry of Corporate Affairs. She will succeed Deepti Gaur Mukerjee following the latter’s appointment to the Ministry of Education.

Deepti Gaur Mukerjee, IAS (Madhya Pradesh cadre, 1993 batch), who has been serving as Secretary, Ministry of Corporate Affairs, has been appointed Secretary, Department of Higher Education, Ministry of Education, replacing Vineet Joshi, who has taken over as Secretary, Ministry of Panchayati Raj.

In another significant appointment, Sushil Kumar Lohani, IAS (Odisha cadre, 1995 batch), currently Officer on Special Duty in the Cabinet Secretariat, has been appointed Chairman, Inland Waterways Authority of India in the rank and pay of Secretary by temporarily upgrading the post. He succeeds Sunil Paliwal, who has been appointed Secretary, Department of Youth Affairs.

The ACC has also appointed V. L. Kantha Rao, IAS (Madhya Pradesh cadre, 1992 batch), presently Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, as Officer on Special Duty in the Department of Official Language, Ministry of Home Affairs. He will assume charge as Secretary of the department after the retirement of Ansuli Arya on September 30, 2026.

Meanwhile, Archana Varma, IAS (AGMUT cadre, 1995 batch), currently Mission Director of the National Water Mission, has been appointed Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti, succeeding Kantha Rao.

The ACC also approved the appointment of Sunil Paliwal, IAS (Tamil Nadu cadre, 1993 batch), currently Chairman of the Inland Waterways Authority of India, as Secretary, Department of Youth Affairs, replacing Pallavi Jain Govil.

The appointments were approved by the Appointments Committee of the Cabinet through an order issued by the Department of Personnel and Training as part of the latest senior-level administrative reshuffle in the Union Government.
