Odisha SIR Ends, 20.56 Lakh Voters Removed
Final electoral roll records 3.16 crore electors after verification, deletions and fresh inclusions

Bhubaneswar, 22nd Sept: The Special Intensive Revision (SIR) of electoral rolls in Odisha has been completed, with the final electoral roll published on Monday and around 20.56 lakh electors removed after verification, Chief Electoral Officer S Gopalan said.
The SIR exercise began on May 30, 2026, when Odisha had around 3.14 crore electors on its roll. During the initial phase, 20.12 lakh names were excluded from the draft roll. According to Gopalan, these included 8.32 lakh deceased electors, 8.08 lakh who had permanently shifted, two lakh who were absent and 1.58 lakh duplicate entries.
The draft electoral roll published on July 5 contained 3,13,87,034 electors. During the verification process, around 13 lakh voters whose records could not be mapped to the 2002 roll and 45.37 lakh voters whose records contained logical discrepancies were issued notices.
After hearings, 24,000 electors were found ineligible and removed, while claims and objections filed through Form 7 resulted in further deletions. Gopalan said 44,777 electors were removed after publication of the draft roll.
At the same time, the revision process also resulted in additions. Around 2.74 lakh Form 6 applications and 16,000 Form 8 applications were received, leading to about 2.90 lakh additions to the electoral roll.
The final roll now has 3,16,32,754 electors, including around 1.61 crore male voters, 1.55 crore female voters and 2,774 third-gender electors. The final electorate is higher than the draft-roll figure following the addition of eligible voters.
Gopalan said the deletions represented around six per cent of the electorate and described the revision exercise as complete. Continuous updating of the electoral roll has now resumed, allowing citizens to apply for additions, corrections or deletions through Forms 6, 7 and 8, either online or through Booth Level Officers.
